The Director of Institute for Monetary and Economic Studies Bank of Japan, Takahashi Wataru Visits t

On the afternoon of November 1, 2010, Takahashi Wataru,the director of Institute for Monetary and Economic Studies, Bank of Japan, the researcher Okazaki Kumiko and Wata Kenji, the Deputy Chief Representative in China, Bank of Japan visited the Center for Rural Development Policy and College of Economics and Management. Guo Pei, the researcher in the center and the Associate Dean of College of Economics and Management and professor He Guangwen received the guests and introduced the basic situation of the college. After the talks, the Japanese guests attended the donated lecture by Norinchukin Institute (42nd). This lecture included two reports with the themes of “The Challenges Facing China’s Banking System Reform” and “The Progress of China’s Rural Financial System Reform” and the reporters were Miss Okazaki Kumiko, the researcher of Institute for Monetary and Economic Studies, Bank of Japan and professor He Guangwen.

In the first part of the report, Miss Okazaki Kumiko introduced the difficulties and countermeasures that Japan’s financial industry experienced in the process to promote financial liberation in the 1970s and 1980s in Japan. She focused on analyzing what kind of changes should the banking system and credit growth rate take to adapt to different paces of economic development. Meanwhile, the exchange rate policy that Japan took after the Plaza Accord she mentioned has a strong reference to China’s economic development.

In his report, Professor He Guangwen made a detailed introduction of the development situation of China’s rural financial system reform which is greatly concerned by director Takahashi Wataru and others. The report is divided into three parts: the goal of financial reform in rural areas, the measures in promoting rural financial reform and the basic performance of rural financial reform. He also discussed the problem of how to deal with the non-performing assets of rural finance with director Takahashi Wataru.

More than 30 teachers and students from the center, undergraduates and graduates from the College of Economics and Management attended the lecture. The audience asked about the liberalization of interest rates, how to deal with the housing bubble and how to dispose bad debts and the report guests gave detailed answers.
