Since its establishment in May 2004, Center for Rural Development Policy has been adhering the principle of serving agriculture, rural and farmers, dedicating to the systematic and comprehensive study of the major overall and strategic issues of “Three Agricultural Related Problems” and providing theoretical support and police advice for agriculture-related decisions. In the development process, the center has always insisted on the principle of combining academic research and policy studies, keeps developing and improving and has achieved fruitful results in various fields, such as policy recommendations, academic research, talent training, academic exchanges and periodicals.
1. Provide policy recommendations for the introduction of national agricultural and rural development
The center takes the professional, personnel advantage and conducts policy research. Through the means of the codification of “Political Research Reports”, etc., the center researches the major issues and periodic hot issues in China’s rural development and reform process. The research results have been submitted to the relevant national department and provided reference and basis for the formulation of relevant policies.
“Several Opinions on the Current and Future Agriculture and Rural Development” and “Thoughts on Building New Socialist Countryside” wrote collectively by the center were highly praised by Vice Premier Hui Liangyu and other central leaders and were conveyed to the central document drafting group of 2005 and 2006 to read. “Rural Reports” edited by the office of the central leading group on rural work published both of the reports with full text; in 2005 and 2006, during the process of drafting, the central document drafting group sent some members to make a special trip to the center to listen to the policy recommendations.
The center presided over and completed a wide range of tasks supported by State Council ministries, Food and Agriculture Organization of the United Nations and World Bank. Especially the research topic of rural registration pilot project is significant. As land registration is an effective way to stabilize land rights, improve the development of land transfer market and enhance the value of the land, reduce the ownership disputes and establish a society of law, but in rural China, there is no formal land registration system. Therefore, in 2006-2008, with the support of FAQ, World Bank and other agencies, the center presided over the completion of “China’s Rural Land Registration Pilot” project. The pilot work in Feidong, Anhui Province achieved important research result: the writing of “Guide on the Registration of China’s Rural Land Contract Management Rights” was finished and software was developed which provided an important reference for China to carry out a comprehensive rural land registration plan. In January 2009, the results of the project were announced in “China’s Rural Land Registration System Pilot Project Wrap-up Meeting and China’s Rural Land Contract and Management Rights Registration System Colloquium” which was held in the International Conference Center of China Agricultural University.
2009-2010, in support of World Bank, the project of “Research on China’s Land Market” was carried out by the center in the selected base in Anhui Province and Shandong Province and later the collaborative research on land with Rural Development Institute of the United States continued to carry out.
“Policy Recommendations on National Energy Strategy” written by Professor Chang Qing and Wang Xiuqing was adopted by the relevant department of the state and provided important reference value for the adjustment of China’s national energy strategy. “Recommendations on the Anti-monopoly Research of Coca Cola’s acquisition of Huiyuan” written by professor Wang Xiuqing and Xin Xian received great attention from the leaders of the State Council and it was forwarded to State Ministry of Commerce provided an important reference for the final decision of the state.
2. Talent Training
The center is dedicated to the training of talents, and every year about 10 Ph.D. are recruited. Since the establishment of the center, 64 doctors have been recruited and 34 of them have graduated; 5 postdoctoral is in the center and 4 have left; the center has trained more than 200 Master of Public Administration and most of these students work in the national agriculture-related departments after they graduated from the center. These students have been the high-quality reserve forces for the cause of the “three rural” (farmer, agriculture and rural).
in order to allow students to have a more direct sense of “three rural” issues, every holiday the center organizes the doctors and students in College of Economics and Management to carry out research activities all over the country to deepen students’ perceptions of agriculture and the feelings to the countryside. And the center supports Ph.D.s and postdoctoral to participate in professional researches and seminars.
With the help of Japan Norinchukin Institute funding, the center launched “Norinchukin donated lectures” in October 2008. So far, 50 lectures have been held and more than 50 domestic and foreign well-know scholars, government official and entrepreneurs in agricultural economics field have been invited and given lectures. The contents of the lectures includes land, food, rural finance, cereal oil safety, foreign agricultural policy, research methods, as well as the new emerging topic in economic field. The lectures combined theoretical forefront and social practices; the lecturing are easy to understand and the contents are lively and informative. More than 3,000 people are benefited from the lectures which are well received by the students.
Academic researches and exchanges
The center has published 30 international papers which are indexed in SSCI/SCI and other international authoritative retrieval systems, ranks among the top 20 of domestic research institutions and universities. The center has published more than 10 monographs, including 2004 China’s Rural Research, Sino-Japanese Rural Financial Development Research, globalization and Chinese Agriculture, Co-ordination of Urban and Rural Development, Report on Chinese Farmers’ Quality Development, Funds for China’s Rural Compulsory Education: the Status Quo and Policy Recommendations, etc.
The center has organized more than 20 large-scale conferences, including “China Rural Development Forum”, “Urban and Rural Coordination Development Forum”, “Sino-India Agricultural Development Forum” held in New Delhi, India, “CAER International Annual Academic Conference”, “China’s Rural Land Registration System Pilot Project Wrap-up Meeting and China’s Rural Land Contract and Management Rights Registration System Colloquium”, “High-Level Forum on Socialist New Countryside Construction”, “Sino-Japanese Financial Seminar”, “The World’s Rice- Sino-Japan International Symposium” and “Fourth Northeast Asia, China, Japan and South Korea, Agricultural Economic International Seminar”, etc. which were held at the International Conference Center in China Agricultural University.
The center has invited and received domestic and international famous experts, scholars and government officials for visit and academic exchanges more than 150 times, including officials and experts form World Bank, Asian Development Band and other international organizations, officials from the Ministry of Agriculture, Ministry of Commerce, the International Bureau of Statistics, scholars from Tsinghua University, Shanghai Jiao Tong University, Nanjing Agricultural University, Chinese Academy of Social Science, Chinese Academy of Agricultural Sciences and other universities and research institutions. The researchers in the center also have been invited by World Bank, the United States Land Institute, Japan’s Norinchukin Research Institute Co. and other institutions for academic visits.
Academic Journals
The original journal China Agricultural Economic Review managed by the Center for Rural Development Policy and College of Economics and Management of China Agricultural University published 20 journals from 2003 to 2007 and it has been praised by the professionals and gradually became a high-level academic exchange platform for domestic agricultural economists. In order to further improve the quality of the journal, in 2008, the center succeeded in cooperation with the largest international management publishing group Emerald and published one of the first international journal in English in domestic social sciences and humanities field and the only one in agricultural economics field: China Agricultural Economic Review.
After unremitting efforts, CAER journal has been indexed by the internationally renowned Science Citation Index Expanded (SCIE) and Social Sciences Citation Index (SSCI) at the same time and became the thirdChinese mainland humanities and social sciences SSCI indexed academic journal. The index of CAER not only further enhances the status of China agricultural economics profession in the international academic community, but also contributes to the further development of China’s agricultural economics and integration with international frontier areas.
