 
June 3, 2011 at 4:00 pm, Sun Zhonghua, Director-General of Department of Rural Economic System Operation and Management, Ministry of Agriculture, came to our college and made a report with the theme of “Improve Rural Development Institutional Mechanism, Promote Transformation of the Mode of Agricultural Development”. Professor Xin Xian, dean of our college, presided over the report meeting.
Xin Xian expressed his warm welcome for Sun’s visit and introduced Sun’s research field and the position of Department of Rural Economic System Operation and Management, Ministry of Agriculture in national agricultural development. Sun Zhonghua summarized the course of development of China’s agricultural management system, its characteristics and challenges. At the same time, he proposed the new innovation direction of agricultural management system of “two changes” and “two focuses”: change from family operation to taking advanced scientific and technologies means of production, and change from unified management to farmers joint diversified service system; and the two focuses are: focus on improving the intensive production level and enhancing organization degree. The major purpose is to promote the specialization, standardization, scale and intensiveness of agricultural production and management. During the process of improving rural management system, Sun stressed five breaking through points: 1. based on stable land contract relations, improve the land transferring market, guide the order and standardized transfer of contracted land operation right and develop various forms of moderate scale operation; 2. based on insisting household contract management, accelerate the development of farmer professional cooperatives, strengthen the standardized construction of cooperatives and put efforts to improve the organization of agriculture; 3. greatly enhance the level of industrial management of agriculture, improve the benefit joint mechanism, promote the gathering of leading enterprises cluster and enhance the radiating capacity; 4. strengthen the management of rural collective capital, asset and resource, deepen the institutional reform of rural collective property rights, enhance collective service function; 5. vigorously develop agricultural social service, train multi-level and multi-agent service organizations and raise the level of agricultural social service.
During the interactive session with on-site teachers and students, Sun Zhonghua introduced the training program of China’s agricultural talent as well as the specific measures to support leading enterprises in their development and he received active response from the audience. Finally, Sun Zhonghua advocated that motivating the innovative spirit and teachers and student to research through giving academic reports and he expressed his wish of the students to study hard to contribute to China’s agricultural development. |
